Open Question: Why Portuguese descendants are considered minority?

Until 1980, Portuguese (from Portugal) descendants were not considered white, but Hispanic by the U.S. census. This changed in the 1990 census when they were advised to choose white as race. So why are they still allowed to apply for minority status? Questions? 1) Do you think Portuguese people are white? 2) Do you agree that Portuguese people are minority?
