Open Question: I have a 1999 Suzuki SV650S.?

I want to put a set of pipes on it but the bike is restricted to 33 bhp because of my age. The restrictor are in the carburetors so if i put a set of Akrapovic racing pipes on it would it run horrible? And if so is there a way around it? Thanks.
