Open Question: I just turned 19 years old…?

and i still have no noticable facial hair, unless you're like 3 feet away from me, then you'll see it...I have a little bit of moustache and a few hairs on the chin, if i shave it will it grow more and thicker? is anybody else like this and is there anything else i can do about it? it makes me look like im 17 years old and people are always surprised when i tell them im 19[if my race has anything to do with it, im hispanic]
