Open Question: If I’m Hispanic, may I consider all people from Spanish-speaking countries to be my people?

My family is Dominican, but I was born in the U.S. I was just wondering, as an Hispanic, may I consider all people who come from Spanish-speaking countries to be my people, if in regards to race, we may have similar ancestry that can be traced to Spain?
